In order to reduce the burden of social medicines and regulate the purchase and sale of drugs by medical institutions, the Shanghai Municipal Development and Reform Commission has issued a notice a few days ago to adjust the maximum retail prices of drugs such as immunization, anti-tumor and hematology products sold in Shanghai since October, according to the relevant notice of the National Development and Reform Commission. According to the notice, after adjusting the price, the separately priced drugs shall be implemented in accordance with the “maximum retail price for individually priced drugs”, and the unified pricing shall be carried out according to the “maximum retail price for uniformly priced drugs”.

The Municipal Development and Reform Commission pointed out that the prices of relevant drugs announced this time are the highest retail prices, that is to say, the sales prices of the various types of medical and health institutions, social retail pharmacies and other pharmaceutical production and business units of this Municipality shall not exceed the prices announced by the National Development and Reform Commission. At the same time, all types of drug dealers are encouraged to further reduce their actual retail prices by improving management and reducing operating costs.

Including the price of drugs for this price adjustment, medical institutions shall implement the relevant actual price increase rate, that is, based on the actual purchase price of the minimum retail unit, the rate of increase shall not exceed 15%; if the actual purchase price is higher than 500 yuan, the maximum amount of increase shall not be More than 75 yuan. If the retail packaging unit contains more than two injections, the medical institution shall calculate the actual retail price of the single branch according to the retail price of the retail packaging unit divided by the amount of the packaging when the medical institution sells it to the patient. The basic medical and health institutions in this Municipality shall implement zero-disparity sales according to the relevant provisions of the Municipal Health Bureau.

For the medicines that have been awarded the bid for the centralized bidding and procurement of drugs in the medical institutions of this Municipality, the medical institutions shall follow the relevant provisions of the "Measures for the Administration of Purchasing Price of Drugs in Shanghai Medical Institutions (Trial)". The medicines that have won the bid to enter the basic medical institutions in this Municipality shall be sold at the basic medical institutions at the price listed above after being deducted by 15%, if the maximum retail price after winning the bid is higher than the price listed in the Development and Reform Commission.
