According to this notice, catering service units for self-made hot pot ingredients, homemade beverages, and home-made sauces should file with the regulatory authorities the name of the food additive used by the end of May 2011, and publicize it at a prominent location or menu on the store. When consumers inquire about the use of food additives, the catering service must inform them truthfully.

In order to implement the requirements, the Hunan Food and Drug Supervision and Control System started in May and launched catering service companies and health care product cosmetics companies to crack down on the special rectification actions for food additives that are illegally added and abused. In May, for the period of propaganda and corporate self-examination and self-determination, from June to October, the food and drug regulatory authorities conducted a comprehensive inspection and inspection and supervision phase. From November to December, the mechanism and standard consolidation phase were perfected.
